Preheat oven to 350°F (175°C) and spray a 9 x 13 baking pan with cooking spray.

In a skillet over medium heat, cook the ground beef until no longer pink. Drain any excess fat.

Add the ketchup, water, brown sugar, Worcestershire sauce, mustard, garlic powder, onion powder, and salt to the skillet with the cooked beef. Simmer for 5 minutes and then remove from heat.

Transfer the beef mixture to a medium bowl. Add the quartered biscuits and toss until thoroughly combined.

Transfer the biscuit and meat mixture into the prepared baking pan. Sprinkle the shredded cheddar cheese evenly over the top.
