06 - 1 (10 oz) can diced tomatoes with green chilies, drained
07 - 1 (15 oz) can refried beans
08 - 2 teaspoons chili powder
09 - 1 teaspoon cumin
10 - 1/2 teaspoon salt
11 - 1/2 teaspoon black pepper
12 - 2 cups cheddar cheese, shredded
13 - 1/2 cup green onions, chopped (for garnish)
14 - Tortilla chips, for serving

# Instructions:

01 - Set your oven to 350°F (175°C) and prepare a baking dish.
02 - In a skillet over medium heat, brown the ground beef with the onion and garlic. Drain any excess grease.
03 - Reduce the skillet heat and stir in the cream cheese and sour cream until smooth and evenly combined.
