In a mixing bowl, combine the ground beef, soy sauce, sesame oil, brown sugar, garlic, ginger, green onions, egg, breadcrumbs, gochugaru, and black pepper. Mix until fully combined.

Using your hands, shape the mixture into meatballs about 1½ inches in diameter. Place them on a parchment-lined baking sheet.

Preheat oven to 400°F (200°C). Bake meatballs for 15-20 minutes, or until cooked through and golden brown on the outside.

In a small bowl, whisk together the mayonnaise, sriracha, rice vinegar, sesame oil, honey, soy sauce, and lime juice. Adjust seasoning to taste.

Transfer cooked meatballs to a serving plate. Drizzle with spicy mayo dip or serve it on the side for dipping. Optionally garnish with chopped green onions.
